They don't when in a Lucha Libre organization; but often wrestle without them in the US. Mysterio was unmasked for some time in WCW. The WWE didn't want another luchador, they wanted a wrestler who happened to be Mexican, mainly in this case due to Rodríguez's size. The WWE has always tended to push masked luchadors who were/are smaller.
