Tackling depression in gay youth

Oct 15, 2010 / Swinburne's National e-Therapy Centre has received a grant from national depression organisation beyondblue to develop an online program to tackle mental health issues in young people struggling with their sexuality.

The research project aims to improve the mental health of same-sex attracted youth - aged 18 to 24 - by assessing and treating a range of anxiety and depression symptoms online.

"Poor mental health has been identified as a key issue for same-sex attracted young people," said Swinburne researcher and National eTherapy Centre Director Britt Klein.

"Research indicates that they are twice as likely to attempt suicide as peers with opposite sex only attractions, three and half times more likely to engage in self-harm and five times more likely to contemplate suicide than their heterosexual peers.

"They also experience more depressive symptoms, post-traumatic stress and social anxiety compared with heterosexual youth."

Based on the research, a unified e-therapy program that addresses different symptoms and disorders at one time will be tailored to suit same sex attracted young people.

"One of the biggest issues affecting same-sex attracted youth is that they do not use many of the traditional services that exist, so we're trying to offer early intervention in the areas of anxiety and depression," Klein said.

"Our primary goal is to provide a tailored mental health resource to the gay and lesbian youth community. So instead of just providing generic mental health information, we also want to contextualise the information."

Klein said an online program would have the ability to reach a wide audience and improve access to specialist mental health services for same-sex attracted youth, especially in rural or regional areas.

This research project will use the existing suite of programs from Swinburne's National e-Therapy Centre, including content from Anxiety Online modified to suit the target audience.

The beyondblue grant is worth $124,857 over two and a half years.

Anxiety Online is funded by the federal Department of Health and Ageing.

U.S. Seeks to Delay 'Don't Ask' Injunction
Wall Street Journal; Oct 14, 2010; By EVAN PEREZ And JULIAN E. BARNES

The Obama administration Thursday asked a judge to temporarily suspend her order barring the military from enforcing the "don't ask, don't tell" law that has been used to discharge gay service members, as government lawyers prepare to appeal.

Gay-rights groups had called on the administration not to continue to defend the 1993 law, which President Barack Obama and his top military brass have said they wanted repealed.

U.S. District Judge Virginia Phillips in Riverside, Calif., issued an injunction Tuesday halting military investigations and proceedings to discharge service members suspected of violating the policy, which aims to prohibit openly gay people from serving in the military.

Thursday's court filing asks the judge to stay her injunction until after the government's appeal is heard. The Pentagon said Thursday it would comply with the injunction and stop enforcing the law, at least for now.

In the court filing, Pentagon officials said that the department was seeking an orderly end to the don't ask, don't tell policy and that an immediate termination would be chaotic for the military and for gays now serving.

"The military should not be required to suddenly and immediately restructure a major personnel policy that has been in place for years, particularly during a time when the nation is involved in combat operations overseas," said Clifford L. Stanley, undersecretary of defense for personnel and readiness, in a memorandum included in the court filing.

Mr. Stanley also said the injunction would "place gay and lesbian service members in a position of grave uncertainty," especially in the event the government's appeal is ultimately successful.

Judge Phillips, a Clinton appointee, ruled last month that the law violated the constitutional rights of service members. The case was brought by the Log Cabin Republicans, a group that supports gay rights.

In issuing the injunction Tuesday, the judge rejected the Justice Department's request for a narrower order that wouldn't have had national implications.

If she refuses to stay her order, Justice Department lawyers plan to seek a temporary stay from the Ninth Circuit Court of Appeals. The Justice Department said it was defending existing law, as it traditionally does when acts of Congress are challenged.

The injunction Tuesday comes as the Pentagon conducts an internal review to prepare for a new policy that would permit gays to serve.

White House press secretary Robert Gibbs said Wednesday that Mr. Obama continued to believe the don't ask, don't tell policy was "unjust, detrimental to national security and discriminates against those willing to die for the country," but the president preferred that the policy be repealed by legislation. Such a process would give the military time to review its options and set up a system to integrate openly gay service members into its ranks.

The House has already passed such legislation, but it failed to overcome a Republican filibuster threat last month in the Senate. Democratic lawmakers said they planned to return to the legislation during a lame-duck session after the November elections.

Alexander Nicholson, executive director of Servicemembers United and a plaintiff in the case, said: "If they truly believe this is bad policy and it harms the military, I don't know why you would defend a policy that you truly believe harms national security."

Defense Secretary Robert Gates said Wednesday he would strongly prefer legislative action by Congress rather than to see the ban repealed immediately by court order. Mr. Gates said he wanted to ensure that the policy was repealed in an orderly way to minimize the impact on U.S. forces.

Since 1993, the military has discharged more than 14,000 people under the policy, which bans the military from asking about service members' sexual orientation but requires the discharge of those who say they are gay.

The military has already taken steps to defang don't ask, don't tell. Mr. Gates issued an order in March that limited the use of third-party accusations when investigating homosexuality among troops, effectively making it more difficult to expel service members who don't declare their orientation.
