First guide on sexual health care rights for youth in state custody released

New York, NY-  The Center for HIV Law and Policy released the first legal report and guide on the rights of youth in detention and foster care facilities to comprehensive sexual health care, including sexual medical care, sexuality education, and staff training on sexual orientation and the needs and rights of LGBTQ youth. The publication, "Juvenile Injustice: The Unfulfilled Rights of Youth in State Custody to Comprehensive Sexual Health Care," analyzes the foundation of this right and the sexual health care needs of youth in out-of-home care.

"Youth in state custody, particularly LGBTQ youth, are at higher-than-average risk of acquiring sexually transmitted infections and HIV," said Rene Bennett-Carlson, CHLP's Managing Attorney and one of the authors of the publication.

"Yet there is not one state in the country that guarantees access to the necessary sexual medical care and scientifically accurate and inclusive sexuality education that would address this health crisis," Bennett-Carlson continued. "There are also virtually no state mandates for staff training that addresses routine ignorance about sexual orientation, and the life-threatening abuse that LGBTQ kids and others face in state facilities as a consequence."

Youth in out-of-home-care report sexual activity at earlier ages, higher-risk sexual activity and greater rates of STIs and HIV than youth who live with family members. These sexual health risks are additionally severe for LGBTQ youth, who are disproportionately represented in state detention and foster care facilities but are largely ignored in health care and education services. According to a recent Department of Justice Report, gay youth are also more likely to be the victims of sexual abuse while confined to juvenile facilities.

It is the first in a series of publications that CHLP's Teen SENSE (Sexual health and Education Now in State Environments) initiative is developing for legal and community advocates as well as government and public health officials.

Snowe Supports 'Don't Ask, Don't Tell' Repeal

WASHINGTON -- U.S. Sen. Olympia has said she will vote in support of repealing the armed forces' "Don't Ask, Don't Tell" policy.

Under the 17-year-old law, a gay or lesbian people may serve in the U.S. military as long as they do not disclose their sexual orientation.

"The legislation under consideration does not direct immediate repeal, but rather requires the Secretary of Defense and the Chairman of the Joint Chiefs, in consultation with the service chiefs, to develop a detailed plan prior to executing repeal of the policy," Snowe said.

She also said the Senate must fund the federal government beyond Dec. 18 before considering other legislation.

Fellow Maine Republican Sen. Susan Collins has voted in favor of the repeal of "Don't Ask, Don't Tell."

The U.S. House of Representatives approved the repeal on Wednesday, with U.S. Rep. Chellie Pingree and U.S. Rep. Mike Michaud voting in favor of repeal.

"The House has now voted twice to repeal this discriminatory policy, and I urge the Senate to finally do the same," said Michaud. "The ongoing wars and the repeated activation of our service members have put a serious strain on our military and so many families. I believe that any American who wants to serve their country should be provided an equal opportunity to do so."

Pingree cited a recent Pentagon study in which the vast majority of military personnel said allowing gay men and women to serve openly would have no adverse effect on readiness in their units.

No date has been set for a Senate vote.

URGENT:  Boycott Gold's Gym, Target and Best Buy for donating money towards anti-gay political candidates/organizations and to Proposition 8 (California) to prevent gay marriage. I would not purchase "Blood Diamonds," nor should a person / organization be contributing funds to both Hitler / Nazi's and the Jews at the same time!   Obviously giving money to the Jews and not Hitler/Nazi's was the right thing to do.   Hence, these companies violated my trust and well-being.   They gave money to my enemy who would terminate me from my job, deny me housing and send me to a Internment camp.  Therefore, goodbye Gold's Gym, Target and Best Buy!  The CEO's of these companies have been insensitive to our reaction and do not even comprehend their actions!  What takes so long to "fire" these Neanderthals?
