Senate has 100 members @ 2 members for each of the 50 states.
House of Representative ("House") has 435 members based upon districts of approximately the same population. The number of representatives per state is adjusted every 10 years based upon the results of the national census. Within states, the Congressional districts are re-drawn every 10 years as well. The House also has non-voting Delegates for the territories and the District of Columbia.
YES, the citizens of the Nation's Capital have NO VOTE in the national legislature. Obviously a very sore point for me and my 600,000+ tax paying fellow citizens in DC. (By the Constitution, only "states" have voting representation on Congress.) Hence, DC license plates that read "Taxation without Representation" and the DC Statehood Party.
In the US, we do not refer to an "upper" or "lower" house.

Jake do me a favour; I get mixed up with the U.S. government houses: the upper House is the seanate I know that but what do you call the lower House? Congress? or Represntatives?

Moderator: we have 2 houses: the lower house: is the US House (US House of Represenatives; We get representives according to population of state. US Territories get 1 represensative as well. Than upper house is the senate. No territories get a senator. Each state gets 2 senators.

Unfortunately though because of the Republicans power in the Senate some comprimes had to be allowed
and also due to the deficit etc. some austerity will have to be lived with.
If the Republicans cared more for the poor and weren't so pig-headed the health care bill and changes would have benefited more poeple and to a better degree of care etc.
