More Education and Awareness Needed in Fight Against HIV/AIDS

The District's continuing fight against the HIV/AIDS epidemic remains a central pillar of our public health infrastructure, and with good reason. According to the District's HIV/AIDS, Hepatitis, STD, and TB Epidemiological Report 2010, the city's infection rate stands at 3.2%. Fortunately, by implementing evidence-based programs and policies, the District is effectively confronting the disease for the first time in a generation. This year's epidemiological report showed a greater than 50 percent reduction in deaths among people infected with the disease over the last four years. It also showed a nearly equal reduction in the percentage of individuals transitioning from HIV to AIDS.

Since becoming chairman of the Committee on Health in 2005, I have worked to implement aggressive and innovative policies. In that time, the District has nearly tripled the number of publicly supported HIV tests per year -- from 40,000 to 110,000 -- and in the last year alone distributed four million condoms. Hundreds of thousands of used intravenous needles have been removed from the streets and we have implemented a nationally recognized advertising and social media campaign to go along with our revamped school curriculum.

Education and awareness are critical components of the District's effective response. It is for this reason that I recently introduced two pieces of legislation that will grow the District's collective knowledge base regarding the epidemic. "The Senior HIV/AIDS Education and Outreach Program Establishment Act of 2011" and "The HIV/AIDS Continuing Medical Education Amendment Act of 2011" will ensure critical HIV prevention information gets into the hands of people who need it the most.

The "Senior HIV/AIDS Education and Outreach Program Establishment Act of 2011" will confront the increasing threat of HIV/AIDS to the District's senior citizens. According to recent data, the proportion of new AIDS cases nationally among adults ages 50 and older has increased from 19.2% in 2005 to 26.4% in 2009. In the District, 7.4% of residents 40-49 years of age and 6.1% of residents 50-59 years of age are living with HIV/AIDS. Older adults are more likely to get tested later than the rest of the population resulting in diagnosis and treatment delays. A U.S. Administration on Aging study revealed that only about a third of older men and just a fifth of older women surveyed had discussed sex with a doctor since the age of 50. That is simply unacceptable given current public health realities.

The legislation directs the Department of Health to recruit and train senior citizens to be peer educators on HIV/AIDS, engage service providers on issues related to seniors and the disease, and develop a curriculum focused on the senior population. Providing appropriate HIV information to this population requires certain sensitivities. Enlisting older residents to inform their fellow seniors will help fill an important information gap in the District's education and risk reduction efforts and provide desperately needed information on HIV transmission to a demographic increasingly at risk.

Educating seniors on issues related to HIV prevention is not enough on its own. We must take action to ensure that all residents have the tools they need to make smarter decisions about their health and well-being. For this reason, I introduced the "HIV/AIDS Continuing Medical Education Amendment Act of 2011." The bill calls for HIV/AIDS-specific coursework as part of continuing education standards for medical professionals including physicians, physician assistants, and nurses. By ensuring our healthcare professionals have the most up-to-date information on HIV prevention and treatment efforts, along with an understanding of how the disease impacts different communities throughout the District, the legislation would improve communication between health professionals and their patients and would break down barriers to care. Greater dialogue regarding HIV/AIDS between medical professionals and their patients can increase HIV/AIDS testing which helps prevent new infections and connects positive-testing individuals with treatment faster.

The bill complements existing efforts to provide District medical professionals with a greater understanding of HIV and AIDS. At my request, the District's academic detailing program --which delivers high quality, unbiased pharmaceutical information to physicians -- recently created a training program for physicians on HIV/AIDS medications. The continuing education requirements contained in the bill expand this training beyond medications and beyond physicians. Our physicians, physician assistants, and nurses are the first line of identification and screening. The legislation would further empower those on the frontlines to more fully and capably respond to the killer disease.

Next July, the District will host the International AIDS Society's annual conference: AIDS 2012. It will be the first time in over twenty years that the world's preeminent gathering on the epidemic is held in the United States. Over 20,000 delegates from nearly 200 countries are expected to attend the conference with close to 2,000 journalists covering the event. Not only is AIDS 2012 an opportunity for people to collaborate and share ideas, but it is also an excellent opportunity for the District to showcase its HIV/AIDS policies. The "Senior HIV/AIDS Education and Outreach Program Establishment Act of 2011" and the "HIV/AIDS Continuing Medical Education Amendment Act of 2011" can stand as two more examples of the District's innovative and effective response.

  • Boycott Bill O'Reilly and FOX News and their advertisers. Bill discussed a French commercial by McDonalds that was meant to show that McDonalds is Gay Friendly. Bill said what is next? Is McDonalds going to be Al-Qaida friendly as well? Imagine - Bill O'Reilly compares Gays to Al-Qaida! Further, Boycott Fox's Owner "Rupert Murcoch" and get him thrown in jail for illegal - political donations, corruption, greed, bribery, hacking!
  • Boycott Target, Best Buy, Gold's Gym - for donating money towards anti-gay political candidates/organizations. Update: (12/26/2010): Target is continuing to donate to anti-gay groups/causes/politicians. Update 03/08/11 - Lady Gaga Ends Target Partnership, Reportedly Over Target's Poor LGBT Stance. Update 3/25/2010 - Target displays their hypocrisy and Sues California Gay Rights Group for Lobbying Outside Stores. Target is attempting to block the LGBT right of free speech! STOP SHOPPING AT TARGET!!!!!!!!!!!!!!!!! Update 4/8/2011: Target lost its case to stop the LGBT from canvassing in front of their stores. A huge PR Disaster for TARGET! Perhaps Target should go out of business as they betrayed their investers and customer base. Target contributed massive funds to a politician who would like to exterminate gays. Now, Target can not stop us from Boycotting them, nor picketing, nor talking to customers near their stores; although, Target allows a anti-gay company such as the Salvation Army to stand outside their door and speak with customers and raise money. Isn't this a double standard?
  • End DOMA (Defense of Marriage Act). Prevents Federal employees and Gays in the Military from gaining equal benefits. Prevents Gay Partners from gaining equal benefits.
  • Pass a LGBT friendly ENDA (Employee Non-Discrimination Act). ENDA would prevent employment discrimination of LGBT workforce.
  • Boycott Salvation Army as they will not hire Gays! "DO NOT DONATE TO THEM."
  • BOYCOTT "Chick-fil-a" for donating money to anti-gay groups.
  • BOYCOTT KOCH INDUSTRIES PRODUCTS- to include their products: Angel Soft toilet paper / Brawny paper towels / Dixie plates, bowls, napkins & cups / Mardi Gras napkins and towels / Quilted Northern toilet paper / Soft 'n Gentle toilet paper / Sparkle napkins / Vanity fair napkins / Zee napkins / Georgia-Pacific paper products & envelopes / All Georgia-Pacific lumber & building products (INVISTA Products) / Lycra / Stainmaster Carpet. The billionaire - Koch brothers are ultra republican - tea bag founders/supporters that do not support causes of the LGBT community.
  • Boycott WALMART - The National Gay and Lesbian Task Force criticized Wal-Mart for denying employee benefits to same-s-x partners and for failing to prohibit discrimination based on gender identity. By comparison, the group said two other chain stores with a strong presence in New York, Costco and Walgreens, did much better.
  • "Tune Out Trump", Boycott all Trump Hotel, casinos, holdings, The Apprentice and NBC Network! At CPAC, Trump said he is considering a run for president as a Republican. In a interview with the Des Moines Register, Trump added that he opposes all forms of legal recognition for gay couples, not just marriage. "They should not be able to marry," he said. So why does NBC keep the Apprentice when Donald Trump has stated he may run for president? After making racist remarks about Obama and recv'g public backlash, Trump decided not to run for president after NBC renewed his awful TV Show. How can NBC re-new the clown's show after he pulled such hateful shenanigans?

Gay veteran who fought 'don't ask, don't tell' will re-enlist for military service
For former Coast Guard and Navy man, third time is a victory and a homecoming

Lee Reinhart is about to join the military for the third time.

This time, however, he won't be pressured to lie about who he is in order to serve his country.

Reinhart, 38, was kicked out of the Coast Guard in 2002 for being gay, about three years after completing a four-year stint in the Navy without being confronted about his sexual orientation.

But thanks to last month's repeal of the "don't ask, don't tell" policy that barred gay people from serving openly in the military, Reinhart is enlisting in the Navy Reserve on Monday morning. U.S. Rep. Mike Quigley, a North Side Democrat who voted to repeal the law, will administer the oath to Reinhart during a ceremony at the Center on Halsted, a resource hub for lesbian, gay, bisexual and transgendered people in Chicago's Boystown district.

The U.S. Department of Defense doesn't track the number of people who have re-enlisted in the military after being discharged under "don't ask, don't tell," but both Reinhart's Navy Reserve recruiter and the head of the Chicago chapter of American Veterans for Equal Rights said he is the first person they know of with ties to the Chicago area to do so.

Reinhart, who spent years pressuring federal lawmakers to repeal the policy after he was forced out of the Coast Guard, said the decision to re-enlist was an easy one. He was motivated, he said, by the "desire to be able to give back to my country and serve my country, and the honor and pride that comes with that."

"I just feel I have a place there," Reinhart said of the military. "I'm glad I took the path that I did."

Reinhart lived in Chicago from 2006 until this past summer, when he took a job as a community organizer with Equality Ohio, a statewide LGBT-advocacy group based in Columbus. He and his recruiter said he will attend drills at Naval Station Great Lakes before eventually transferring to an Ohio-based Navy Reserve unit.

Michael Landry, a chief warrant officer in the Navy who served with Reinhart on the guided-missile cruiser USS Cowpens in the late 1990s, said he's attending Reinhart's re-enlistment ceremony out of respect for Reinhart's perseverance.

"There are some people in this world that talk about doing a lot of good, and Lee is one those people who went out and actually made something happen," Landry said. "He worked tirelessly after getting out of the military to get 'don't ask, don't tell' repealed. He did a lot of good for a lot of other people, and I want to be there for him."

Reinhart was living in Clinton, Ill., when he first enlisted in the Navy in 1995. At first, he hid his sexual orientation, even telling his recruiter that the license plates on his car — which read "pride" — meant that he had pride in his automobile, an old Chevrolet that Reinhart said was "nothing spectacular."

During his first tour on the Cowpens, Reinhart generally kept his secret to himself, coming out to only a few close friends. But the pressure of hiding his identity became too intense, and just before his second six-month deployment, Reinhart told a high-ranking officer that he was gay. He expected to be kicked off the ship immediately.

Instead, the officer told Reinhart to get back to work and told Reinhart to let him know if anyone gave him trouble.

"I never had a negative experience the rest of my time in the Navy," Reinhart said. "I tell people that I was on the right ship at the right time. And that says a lot for the crew of that ship."

Reinhart finished his commitment in the Navy in 1999, but he decided to join the Coast Guard a few months after the Sept. 11 terrorist attacks. Just four months after joining, however, he was discharged after word spread that he had gone to a gay bar in Oregon while his ship was in port there.

Military lawyers told him he could stay in the military if he denied being gay, but Reinhart said he didn't want to lie about his identity.

"That's not what the military teaches," he said. "That's not the core of the military, and that was a problem with the policy."

Now, after years spent meeting with legislators, collecting signatures and making speeches in an effort to allow gay people to serve openly, Reinhart is finally getting another chance to do so himself.

"He's a military person," said Jim Darby, who is president of the Chicago chapter of American Veterans for Equal Rights and worked with Reinhart to strengthen local opposition to "don't ask, don't tell."

"I'm happy for him," Darby said. "I'm happy for this country, that we will have somebody like him defending us in the military."
