Gay Sex Feeds HIV Rise in Hispanic Men

October 15 is National Latino AIDS Awareness Day, an opportunity to raise awareness of the disproportionate impact of HIV on the US Hispanic/Latino population. The estimated lifetime risk of being diagnosed with HIV among Hispanic/Latinos is one in 36 for males and one in 106 for females, according to a new CDC report based on data from 37 states and Puerto Rico.

"CDC data show a fairly stable HIV epidemic among Latinos for more than a decade," said Dr. Kevin Fenton, director of CDC's National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention. "However, the burden of HIV among Latinos is great. Latinos represent approximately 16 percent of the US population, and the latest CDC estimates show that Latinos account for approximately 17 percent of new infections and 18 percent of people living with HIV."

In 2006, male-to-male sexual contact was associated with an estimated 55 percent of new HIV infections among all Hispanics. Among Hispanic males, male-to-male contact was associated with an estimated 72 percent of new infections. For Hispanic females, high-risk heterosexual contact was associated with 83 percent of new infections.

In 2008, 46 percent of HIV-infected Hispanic men who have sex with men did not know they were infected, compared with 26 percent of white MSM, according to CDC.

Factors that place Latinos high risk include lack of awareness about the risks of HIV infection, cultural and socioeconomic factors such as poverty and language barriers, and concerns about immigration status, federal health officials said. Other barriers include fear of stigma and discrimination, particularly among gay and bisexual men and people with HIV.

The full report, "Estimated Lifetime Risk for Diagnosis of HIV Infection Among Hispanics/Latinos - 37 States and Puerto Rico, 2007," was published in Morbidity and Mortality Weekly Report (2010;59(40):1297-1301).

Pentagon: Gays Shouldn't Tell ... for Now
Service Members May Face Reperscussions if Injunction Is Repealed

A new Pentagon memo cautions gay service members that even though the Defense Department is complying with a federal judge's injunction of the "don't ask, don't tell" law, they still could get in trouble if they come out of the closet while enforcement of the policy is on hold.

The warning is contained in a memo from Clifford Stanley, the defense under secretary for personnel and readiness, to the four military services. The letter advises them that because of the injunction issued Tuesday, the military is not implementing the "don't ask, don't tell" policy.

Though "don't ask, don't tell" is on hold,Stanley says the Pentagon will continue with its policy to not ask "service members or applicants about their sexual orientation, to treat all members with dignity and respect, and to ensure maintenance of good order and discipline."

However, it appears that if a service member were to "tell" that they were gay, they could face repercussions if the injunction is reversed.

In the memo, Stanley admits to uncertainty about the future of the "don't ask, don't tell" law and policy but cautions gay service members, "We note for service members that altering their personal conduct in this legally uncertain environment may have adverse consequences for them or others should the court's decision be reversed."

On Thursday, the Justice Department filed a request in federal court in Los Angeles for Judge Virginia Phillips to stay her injunction order that was released on Tuesday.

Stanley's memo says that while the court considers the request, "the Department of Defense will abide by the terms of the injunction."

However, Stanley seems optimistic that compliance may not last long as "it is possible that a stay of the injunction could be issued very soon, perhaps in a matter of days."

Stanley's warning echoes advice from gay advocacy groups in the wake of Judge Phillips' ruling that it might not be a good idea to come out as being gay as the legal process over the injunction follows its course.

On Tuesday, Service members United issued a recommendation to gay and lesbian troops that they should not come out in response to the injunction.

In a statement, Jarrod Chlapowski of Service members United warned, "Those who are on active duty should continue to operate as if 'don't ask, don't tell' were still in effect for now. Service members United's staff and leadership have all served under this heinous law too and we know what it's like, we know how frustrating it is. But the safest option for now for those who want to protect their careers is not to come out yet."

Remember:  Boycott Target and Best Buy for donating money towards anti-gay political candidates/organizations and to Proposition 8 (California) to prevent gay marriage. The Formal Boycott began this past weekend. I stopped shopping these stores - even though I want a new washer/dryer and new clothes for the Fall.  I would not purchase "Blood Diamonds," nor should a person / organization be contributing funds to both Hitler / Nazi's and the Jews at the same time!   Obviously giving money to the Jews and not Hitler/Nazi's is the right thing to do.   Hence, these companies violated my trust and well-being.   They gave money to my enemy who would terminate me from my job, deny me housing and send me to a Internment camp.  Therefore, goodbye Target and Best Buy!  The CEO's of these companies have been insensitive to our reaction and do not even comprehend their actions!  What takes so long to "fire" these Neanderthals?
