It's my understanding that it's Bruno himself that refuses to be
inducted. I believe the WWE doesn't induct those who are living that
refuse the invitation.
Savage is another story. He "should" be in there, but Vince supposedly
hates him for something he allegedly did with Stephanie, or so the
rumor goes...
