Before it left on spring recess, the U.S. House passed a budget for Fiscal Year 2012 that the president called "wrong for America" and that AIDS activists have said would do "irreparable harm."
The proposal hasn't gone over well with many Americans, either. During the two-week recess, the budget bill's chief author, Rep. Paul Ryan (R-Wisc.), was greeted with crowds of unhappy constituents and many boos.
The primary complaint is that the so-called "Ryan budget" calls for dramatic cuts in Medicaid, which provides health insurance coverage for people with low incomes. And it calls for dramatic cuts in Medicare, which provides health insurance coverage for Americans 65 and older and for people with disabilities, including AIDS.
In a letter to members of the House last month, a large coalition of groups serving people with HIV urged a "no" vote on the plan.
"Chairman Ryan's proposal to dismantle the Medicaid and Medicare programs, roll back reforms enacted through the Affordable Care Act, and drastically reduce support for vital federal programs will do irreparable harm to people living with HIV disease as well as those at risk for HIV infection," said the letter. "We will lose our battle against HIV disease and the loss will come with a high price tag in terms of the human toll and costs to the health care system."
The letter notes that Medicaid is the "single largest source" of funding for HIV-related treatment and care, covering about 40 percent of people with HIV in the United States.
The coalition said Ryan's proposal to completely defund provisions of President Obama's recently enacted Affordable Care Act would leave "hundreds of thousands of people with HIV without access to health care coverage and services."
Overall, Ryan's plan would cut federal spending by $6 trillion over the next 10 years. For Fiscal Year 2012, Ryan's plan calls for a 15 percent drop in spending on non-security-related fundingfrom $565 billion this year to $482 billion next year. That includes a $56 billion cut in discretionary health spending over the next five years. The coalition of AIDS groups say that cut would lead to the loss of programs to prevent new HIV infections.
"It is counterproductive to disable the prevention, care and research programs that have controlled the HIV epidemic and transformed HIV disease from a fatal to a complex but manageable condition in the United States," said the coalition's letter.
The letter was sent to members of the House on April 13 and signed by 54 groups, including AIDS United, the Gay Men's Health Crisis, the AIDS Institute, the National Minority AIDS Council, the San Francisco AIDS Foundation, Treatment Action Group, the AIDS Task Force of Greater Cleveland, and the AIDS Foundation of Chicago.
Some the organizations which signed the letter--such as AIDS United and The AIDS Institute--had expressed relief at the Fiscal Year 2011 budget because there were no cuts in places where people with HIV need additional help. But all AIDS organizations seem to be alarmed at the House plans for FY 12.
Project Inform, a 26-year-old national AIDS policy advocacy group, says on its website that Ryan's budget would "devastate" the country's response to HIV.
The National Minority AIDS Council Deputy Executive Director, Daniel Montoya, issued a statement, saying, "Medicare and Medicaid are essential programs that safeguard the health of all Americans, including those living with HIV/AIDS."
"Placing the burden of his $6 trillion cuts on the backs of our nation's vulnerable," said Montoya of Ryan, "is inhumane and un-American."
The unpopularity of the Medicare/Medicaid provisions prompted Senate Majority Leader Harry Reid (R-Nev.) to say he might put it on the floor for a vote soon, presumably to put Senate Republicans in the uncomfortable position of defending a bill that so many are clamoring against.
There are other budget proposals--the President's original FY 12 budget plan (which AIDS and LGBT groups generally like) and several in the works by various groups of legislators. One plan, from the Congressional Progressive Caucus, would maintain Medicare and Medicaid but require significant tax increases for people with high incomes and tax capital gains and dividends as ordinary income. The Caucus includes all four openly gay members: Rep. Tammy Baldwin (D-Wisc.), who serves as a vice chairman, as well as Reps. Barney Frank (D-Mass.), Jared Polis (D-Colo.), and David Cicilline (D-RIs.).
The House rejected that proposal during last month's vote.
But no budget proposal has yet emerged that appears to be capable of gaining passage through both chambers of Congress. So, it's likely to be another knockdown-drag out fight, like that just finished for FY 11.
And to complicate the negotiations for FY 12, there is the looming gloom of the nation's debt ceiling. The government anticipates spending to bump up against that ceiling--currently set at $14.6 trillionin July. Republicans have vowed to oppose an increase in that ceiling unless significant concessions are made to cut spending.
In an effort to encourage cooperation between the House and Senate and both parties, President Obama named a commission of six to find common ground on the budget and on a request to raise the debt ceiling. Vice President Joe Biden is leading the panelThe group holds its first meeting May 5.

- Boycott Arizona the home of "hater" - U.S. Senator John McCain. Arizona's Hateful anti-Immigration Law - encourages racial profiling and increases hatred towards minorities. A remedy: Demand Republicans to support Immigration Reform (The Dream Act). Further, Senator McCain voted against ending DADT and Blocked Immigration reform!
- Boycott Target, Best Buy, Gold's Gym - for donating money towards anti-gay political candidates/organizations. Update 3/25/2010 - Target displays their hypocrisy and Sues California Gay Rights Group for Lobbying Outside Stores. Target is attempting to block the LGBT right of free speech! STOP SHOPPING AT TARGET!!!!!!!!!!!!!!!!! Update 4/8/2011: Target lost it's case to stop the LGBT from canvassing in front of their stores. A huge PR Disaster for TARGET! Perhaps Target should go out of business as they betrayed their investers and customers. Target contributed massive funds to a politician who would like to exterminate gays. Now, Target can not stop us from Boycotting them, nor picketing, nor talking to customers near their stores; although, Target allows a anti-gay company such as the Salvation Army to stand outside their door and speak with customers and raise money. Isn't this a double standard? Perhaps TARGET would better understand the issue if they cared about David Kato - Uganda, who was slain because he is gay! That is because Uganda wants to kill gay people. Again, TARGET invested in a political candidate that would Kill the Gays!

- Boycott WALMART - The National Gay and Lesbian Task Force, force criticized Wal-Mart for denying employee benefits to same-s-x partners and for failing to prohibit discrimination based on gender identity. By comparison, the group said two other chain stores with a strong presence in New York, Costco and Walgreens, did much better.

This is a step in the wrong direction. Apple needs to know that the decision to allow this App on their products is a fallacious idea! This is offensive not just towards the LGBT community in the USA; but, offensive to the entire LGBT community around the world. Pity the poor souls trying to make that Trump International thing work in Las Vegas. They've got no casino, show or shopping, their lobby is usually quieter than a library and they greet absolutely no walk-in traffic thanks to a horrible location. DJT restaurant earned a Michelin star in 2008 and seemed poised to be the joint's one calling card, but poor traffic led to downscaling, and it now suffers consistently middling reviews.
Oh, and that guy whose name is in gold letters across the top of the building is now an alleged politician who has adopted the worst instinct of politicians, namely a cynical propensity to change positions to suit the moment. That, too, is their headache to bear.
Other pundits can debate whether Donald Trump's possible GOP presidential campaign is real or viable. He sure enjoys his own carnival-barker act, the climax of which may well have been his intensely entertaining and obscenity-laced address at Treasure Island last week.
He may think of his current utterances are as ephemeral as prior outlandish remarks attacking Rosie O'Donnell or some other star, the stuff that's generated decades of controversy and attention for him. But this time, it's not Trump having an inane feud with a specific celebrity or ex-paramour.
In recent months, he's deeply and personally offended blacks with his Obama birth certificate idiocy, women by opposing abortion rights and gays by reversing his own 2000 position favoring legal equality for all couples and now claiming he's against even civil unions. Any day now, he'll probably alienate Hispanics by asserting support of Arizona's aggressive anti-immigration statute; you can't win Iowa as a Republican without doing that, can you? (Or maybe he'll avoid that to prevent scrutiny into whether he's employed undocumented immigrants, which, being in construction, is fairly likely.)
So who, exactly, will be left to stay in his fine lodging establishments? Christian fundamentalists? Do they visit Las Vegas much?
In the recession-pummeled hospitality industry -- and especially the hypercompetitive Las Vegas market -- what a man like Trump says on such issues can permanently alter the public's perception of a brand. With so much choice on the Strip and elsewhere, is it so hard to imagine fickle travelers picking other options?
Already, the Gay and Lesbian Alliance Against Defamation has listed Trump properties on a site that urges readers to "consider Trump's decision to stand against LGBT families when you're deciding" where to stay, meet or play. The International Gay and Lesbian Travel Association, a group of 2,200 gay travel industry organizations and companies, will consider this month whether to kick Trump hotels out. The Las Vegas chapter of the Human Rights Campaign, a federal GLBT lobbying group, last week declined a donation from Trump Las Vegas for their silent auction Saturday, citing a new national policy of not accepting help from The Donald's subsidiaries.
Leaders of other minority organizations have suggested a boycott, too.
Yes, other Las Vegas moguls are proud Republicans without being so stigmatized, and there's a reason for that. You never hear Jim Murren, Steve Wynn or Sheldon Adelson take Rick Santorum's side on marriage equality, abortion rights or immigration reform. Wynn rants angrily about health care and the national debt, but that's it. And Adelson is consumed primarily with Israel and taxes. In 2008, Adelson told me he considered himself "a social liberal" and an environmentalist who favors abortion rights and whose wedding chapels warmly welcome same-sex ceremonies.
The earnest people running Trump's properties have a problem, so a spokeswoman pointed me to a list of charitable efforts they've made for local minority causes. Terrific, but tourists won't know or care, especially when others on the Strip have become so fierce in pursuing blacks, Hispanics, women, gays and any other heretofore neglected potential customer group.
It may be unfair to associate the hotel with the man's espoused views, but Trump's showmanship has long been a boon to them. Welcome to the far more durable downside.
"When a hospitality or entertainment brand bears the very name of the executive or owner, as the verbose Donald Trump insists on everything he touches in the market, then you can't blame consumers for confusing the two," said Bob Witeck, a public relations expert who advises American Airlines and Marriott hotels on minority outreach and marketing. "His words, his values, his political opinions, touch his businesses or perhaps even smear them."
Trump may someday try to walk back his polarizing remarks, but that will only seem insincere. What's interesting is that Trump is about to be the target of stealth, subtle discrimination by potential customers who choose elsewhere and never tell him why.
I doubt he'll like it much.
Every gay and lesbian person who has been lucky enough to survive the turmoil of growing up is a survivor. Survivors always have an obligation to those who will face the same challenges."
